  • Before submission of the online Application Form, the candidate should read this notification carefully.

  • The Gujarat SET Agency, The M. S. University of Baroda, Vadodara announces holding of the 9th Gujarat State Eligibility Test (GSET) on 22nd September 2013 (SUNDAY) for determining the Eligibility for Lectureship in universities and colleges of Gujarat State. Gujarat SET Agency will conduct GSET in 19 subjects (listed under item no. 6 ) at 6 Centres in Gujarat (listed under Item no. 7 ).

    The result of the Gujarat SET (GSET) to be held on 22nd September 2013 (SUNDAY) will be made available on the Gujarat SET websites: www.gujaratset.ac.in as and when it is declared. The candidates will not be individually intimated about their result.

    The candidates who qualify the Gujarat State Eligibility Test for eligibility for Lectureship will be governed by the rules and regulations for recruitment of lecturers of the concerned Universities / Colleges / State Government of Gujarat State, as the case may be.

    Scheduled Caste (SC)/Scheduled Tribe (ST)/ Physically Handicapped (PH) / Visually Handicapped (VH) /Other Backward Classes (OBC) (Non-creamy layer), as per the central list of Other Backward Classes available on National Commission for Backward Classes (NCBC), Government of India website : www.ncbc.nic.in, candidates will be given such special concessions as may be decided by the Agency.
   
(2) General Information About Gujarat SET
 
INTRODUCTION
  Government of India Notification dated 22nd July 1988 regarding revised pay scales stated that only those candidates who, besides fulfilling the minimum academic qualifications prescribed for the post of Lecturer, have qualified in a comprehensive test, to be specifically conducted for the purpose, will be eligible for appointment of Lecturer. UGC has recommended the introduction of test at entry level (Lecturer) in consultation with academicians and State education secretaries.

Accordingly, the UGC conducted the test for Junior Research Fellowship and eligibility for Lectureship on 24thDecember 1989 and 29thApril 1990 in the subjects falling under Humanities and Social Science including languages. The CSIR conducted the Joint UGC-CSIR test for JRF and eligibility for Lectureship on 31st December 1989. Simultaneously, the UGC asked the State Government and Union Territories about their option to conduct their own test or alternatively, adopt UGC and UGC/CSIR test. In the event that they opt to conduct their own test equivalent to UGC and UGC/CSIR tests,such tests shall require accreditation by the UGC. The Commission at its meeting held on 25th May 1990 decided to constitute a UGC Committee on accreditation of test to be conducted by State Committee and Union Territories. This committee is designated as U-CAT.

The test conducted by UGC and UGC/CSIR is referred as the National Eligibility Test (NET) while the equivalent test conducted by the State government is called State Level Eligibility Test (SLET) or State Eligibility Test (SET). Gujarat Government decided, in principle, to conduct SET vide Government of Gujarat Education Department Resolution No MIS-1092-New Item-10-dated 31/8/98.

STATE AGENCY
 

The Government of Gujarat Education Department Resolution No MIS-1092-New item-10-KH dated 15/5/2000 initiated the actual implementation process for the conduct of SET in the Gujarat State.

The Maharaja Sayajirao University of Baroda has been appointed/ authorized as the Agency of the State Government to conduct State Eligibility Test for the University and college teachers of Gujarat(herein after referred as GSET).

LECTURESHIP
 

It may further be specifically understood that such a candidate who qualifies the GSET would only be held eligible for being appointed as Lecturer in University/ affiliated college, provided he/she fulfills other academic qualifications prescribed for lecturer post by the U.G.C. and is selected by the respective Selection Committee. Unlike the NET/UGC-CSIR Combined Test the candidates who qualifies the GSET is only eligible for being selected as lecturer and not for the award of Junior Research Fellowship (JRF).

As per UGC guidelines, after June 2002, GSET qualified candidates shall be eligible to apply for the post of lecturer only in the Universities/Colleges belonging to the State of Gujarat.

   
(3) (A) Eligibility Criteria
 
  • Only those candidates are eligible to appear in the GSET who have completed / are studying in the final year of a UGC specified Master' s degree.

  • Candidates who have secured at least 55% marks (General / OBC) (without rounding off) in Master’s Degree OR equivalent examination from universities/institutions recognised by UGC in Humanities (including languages) and Social Science, Computer Science & Applications, Sciences. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/ Physically Handicapped (PH)/ Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this Test.

  • Candidates who have appeared OR will be appearing in the final year at the qualifying Master’s degree examination or whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for the Test. However, such candidates will be admitted provisionally and shall be considered eligible for Lectureship only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% marks in case of SC/ST/PH/VH category candidates). These candidates must obtain their P.G. degree / marksheet within two years from the date of SET Examination with required percentage of marks, failing which they will be treated as disqualified.

  • The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in the SET Examination.

  • Those candidates who are studying in the first year of two years course or in first two semesters of a four semesters course of Master's Degree cannot appear for this test.

  • Candidates are required to appear for GSET in the subject of their Post Graduation only. In case the subject of a candidate is not included in the list of GSET subjects, the candidates may appear in UGC NET / UGC – CSIR NET which is held twice a year.

  • There is no upper age limit.

  • The candidates who have passed M.Sc.( by Research) are not eligible to appear for the SET Exam. As per the U.G.C. Rules.

  • Candidates belonging to SC / ST / PH / VH / OBC(latest Non - Creamy Layer certificate) category are required to submit an attested copy of their Certificate alongwith the Online Printout of their Application Forms. Other candidates are not required to submit any certificates / documents in support of their eligibility along with printout of their Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility detected by the agency at any stage, their candidature will be cancelled and their candidature will be cancelled and they shall be liable for legal action.

  • Candidates having post-graduate diploma/certificate awarded by Indian University/Institute or foreign degree/diploma/certificate awarded by the foreign University/Institute should in their own interest, ascertain the equivalence of their diploma/degree/certificate with Master's degree of recognized Indian universities from Association of Indian Universities (AIU), New Delhi.   • Candidates may note that the verification of eligibility conditions with reference to the documents as may be called for will be taken up only after the candidate has qualified in the Test. If in the event of you being found ineligible at any stage for the award due to any reason (including unintentional computer error or printer’s devil etc.), the award may be withdrawn by Gujarat SET Agency.

  • Any qualified/not-qualified candidate will not get any marksheet from SET agency. The SET agency will issue certificates to the qualifying candidates only.

  (B) EXEMPTION (ELIGIBILITY FOR LECTURESHIP)
 

  • Exemption from SET will be as per decisions taken by the UGC and State Government from time to time.

  • NET/SET shall remain the minimum eligibility condition for recruitment and appointment of Lecturers in Universities/Colleges/Institutions. Provided, however, that candidates, who are or have been awarded Ph.D. Degree in compliance of the “University Grants Commission (minimum standards and procedure for award of Ph.D. Degree), Regulation 2009, shall be exempt from the requirement of the minimum eligibility condition of NET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities/Colleges/Institutions.” The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also exempted from appearing in NET.

  • For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002, are exempted from appearing in NET, being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of lecturer only in the universities/ colleges belonging to the state from where they have cleared their SET.

(4) Examination Fee & Mode of Payment

MODE OF PAYMENT

  • The candidate is expected to download and fill the Bank Challan Form in triplicate (Bank Copy, GSET Copy & Candidate’s Copy) as given in the Notification.

  • All the three copies of the Challan Form have to be submitted in any branch of Corporation Bank, within the Gujarat State and selected cities (Mumbai and Delhi) outside State of Gujarat, along with the necessary Examination fee and the Bank fee of Rs.25/-.

  • The bank will retain one copy and return two copies of the challan to the candidate.

  • The candidate has to attach the GSET copy of the challan with the printout of online Application Form which he/she has to submit to the Gujarat State Eligibility test office, Vadodara. Keep Candidate's Copy with you for future reference.

  • Please note that fee submitted by any other mode like money order, demand draft, IPO etc. will be rejected.

  • Fee once paid will not be refunded under any circumstances.
   
(5) Examination Structure and Scheme

 

  • The Test will consist of three papers. All the three papers will consist of only objective type questions and will be held on 22nd September 2013(SUNDAY) in two separate sessions as under:

  • Paper-I shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate. Sixty (60) multiple choice questions of two marks each will be given, out of which the candidate would be required to answer any fifty (50). In the event of the candidate attempting more than fifty questions, the first fifty questions attempted by the candidate would be evaluated.

  • Paper-II shall consist of 50 objective type compulsory questions based on the subject selected by the candidate. Each question will carry 2 marks.

  • Paper-III will consist of 75 objective type compulsory questions from the subject selected by the candidate. Each question will carry 2 marks.

  • Syllabus of Test: All questions of Paper-II and Paper-III will be compulsory, covering entire syllabus (including all electives, without options). Syllabi for all Gujarat SET(GSET) subjects can be downloaded from the Gujarat SET Website www.gujaratset.ac.in . Gujarat SET Agency will not send the syllabus to individual candidates.
  • For Science Subjects i.e. Mathematical Sciences, Physical Sciences, Chemical Sciences & Life Sciences, the syllabus is same as of the CSIR-NET. However, the examination Pattern will be same as of the UGC-NET, described above.

  • All old examination ' s Questions Papers for Paper - I, Paper - II and Paper - III for all the subjects are available in our website.

  • No Negative Marking.

  • Candidates are required to appear in all three papers. A candidate who does not appear in Paper-I and II will not be permitted to appear in Paper-III.

  • The questions in all three papers will appear both in Gujarati and English versions (except for languages and science subjects). In case of any discrepancy in Gujarati and English version of questions in Paper-I, II and III, the English Version should be taken as final.

  • The candidate will have to mark the responses for questions of Paper-I, Paper-II and Paper-III on the ICR answer sheet provided separately.

  • The detailed instructions for filling up the ICR Answer Sheet will be uploaded on GSET website www.gujaratset.ac.in . It may noted that instructions to candidates will not be sent to the candidate by post.

  • For Visually Handicapped (VH)candidates, thirty (30) minutes’ extra time shall be provided separately for paper-I and Paper-II. For paper-III, forty five (45) minutes’ extra time shall be provided. They will also be provided the services of a scribe who would be a graduate in a subject other than that of the candidate. Those Physically Handicapped (PH) candidates who are not in a position to write in their own hand-writing can also avail these services by making prior request (at least one week before the date of Gujarat SET Examination) in writing to the Gujarat SET office, Vadodara. Extra time and facility of scribe would not be provided to other Physically Handicapped (PH) candidates.
  PROCEDURE & CRITERIA FOR DECLARATION OF RESULT:
 
This will comprise of following steps:
  • Step I: Minimum marks to be obtained in Gujarat SET (GSET) for considering a candidate for eligibility for lectureship:
    The candidates are required to obtain following minimum marks separately in Paper-I, Paper-II and Paper-III as given below:

  • Step II: Amongst those candidates who have cleared step I, a merit list will be prepared subject-wise and category-wise using the aggregate marks of all the three papers secured by such candidates.

  • Step III: Top 15% candidates (for each subject and category), from the merit list mentioned under step II, will be declared Gujarat SET (GSET) qualified for eligibility for lectureship.

  • It may be noted that the above qualifying criteria decided by GSET is final and binding.

  • There is no provision of re - evaluations of papers.

How to Apply (Steps for submission of Online Application Form)

 
  • The candidates must read the 'ELIGIBILITY CRITERIA' carefully and must satisfy themselves regarding their eligibility for the Test before filling the online application and submitting the printout of Online Application Forms. Before applying Online, candidates are advised to go through detailed notification available at GSET website and also to be shortly published in the Local Newspapers and Employment News.

  • Candidate seeking admission to the Test must apply online through a link " ONLINE REGISTRATION " available on the GSET website: www.gujaratset.ac.in . No other means/ mode of application will be accepted.

  • Before applying Online, the candidates must possess the following :

    (i) Scanned passport (pp) size photograph in JPEG format and should not be more then 100kb.
    (ii) Copy of Bank Challan (fee receipt)
    (iii) Personal Details, Educational Details etc.

  • When a candidate click the "ONLINE REGISTRATION " link a window will appear entitled "Online Registration for Gujarat State Eligibility Test for Lectureship".

  • The candidate is required to download the Bank Challan Proforma from the link available on the page entitled "Online Registration for Gujarat State Eligibility Test for Lectureship" on GSET website and then deposit the requisite test fee in any branch of Corporation Bank, within the State of Gujarat and selected cities (Mumbai and Delhi) outside State of Gujarat, along with the Bank fee of Rs.25/-. To download Bank Challan click on the link " Bank Challan ".

  • Please note that Fee submitted through any other mode like Money Order, Demand Draft, IPO etc. will be summarily rejected.

  • After depositing the fee and getting the counterfoil from the bank, candidate has to revisit the GSET website. On the page entitled "Online Registration for Gujarat State Eligibility Test for Lectureship" click the link "APPLY ONLINE " to fill up the Application Form Online.

  • Please fill correct information carefully from the Bank Fee Challan and in the online application form and follow the on screen instructions for filling up application form. Confirm that your Name, Subject, Centre, Category, Physically or Visually handicapped and all other details filled are correct. otherwise no correction will be made after you submit the application form. SET Office will not be responsible for loss arising out of these to the candidates.

  • Candidate has to upload his / her recent passport size photo which must be readily available with them, scanned in JPEG format and should not be more then 100kb in size. To upload the photo click "Browse" button.

  • After filling all the informations correctly please click "SUBMIT" button given below the page.

  • After you submit your details, your REGISTRATION NUMBER will be generated and displayed on the page. Please note down your REGISTRATION NUMBER correclly and carefully because for all the future purposes and correspondence ; like to reprint application form, to download Examination Hall ticket and to download Results the candidate can use REGISTRATION NUMBER and TRANSACATION NO. (Provided by Bank). After taking down the REGISTRATION NUMBER, please click on button "NEXT".

  • After successful submission & confirmation, the candidate should take printout of filled online Application Form two copies on A-4 size paper only The print out should be taken in POTRAIT orientation to have it in one single page.

  • Please submit the Hard copy of the Application form and other enclosures in following sequence.

    1. Hard(Printed) copy of the Application form(Single Copy)

    2. Copy of Bank Challan (GSET copy).

    3. Photo(Xerox) copy of Caste Certificate in case of SC/ ST/ OBC(Non Creamy Layer) candidate.

    4. Photo(Xerox) copy of Non Creamy Layer Certificate in case of OBC Candidate.

    5. Photo(Xerox) copy of Medical Certificate given by Competent Authority in case of Visually or Physically Handicapped Candidates.

    6. Photo(Xerox) copy of Gazette Copy (in case of change in name only) / Marriage certificate(in case name changed from maiden name.)

  • The candidates must affix their recent identical passport size photographs, at the places indicated, on the printout of Online Application Form and must sign below it, at place indicated for candidate's signature. Besides, It should be duly attested by the Head of the University Department/ Principal of the College/Class-I Gazetted Officer.

  • The candidates must put their signature at the places indicated, on the printout of Online Application Form. Application forms without candidate's signature will be rejected and the candidate will not be individually intimated in this regards.

  • Put The Application form alongwith above mentioned enclosures in a 30 cm x 24 cm size envelope.

  • The candidates are required to download the Cover Page Proforma from the link available on the page entitled "Online Registration for Gujarat State Eligibility Test for Lectureship" on GSET website and then paste the cover page on the 30 cm x 24 cm size envelope in which you have put the printed application form and other enclosures .

  • Keep One copy of the printout of online Application Form for your record.

  • SC/ST/PH/VH candidates must enclose the attested copy of certificate for the same. The certificate must be in candidate's own name and not in father's or Husband's name.

  • OBC (Non-Creamy layer ) candidates must enclose attested copy of the caste certificate and the latest Non-Creamylayer Certificate. The certificate must be in candidate's own name and not in father's or Husband's name. OBC candidates will be considered as GENERAL Category if they not produce the OBC caste Certificate and the latest Non-Creamylayer Certificate alongwith the application form.

  • The Application (consisting of one copy of printout of online application form) alongwith required documents (as mentioned above & in Enclosures listed under Item no. 8) must reach the Gujarat State Eligibility Test Agency office, Vadodara within the prescribed time limit.

  • Application received at GSET Agency office after the last date of submission will be rejected.

  • The candidates are required to bring a photo identity card also along with their printout of online Examination Hall Ticket on the day of examination.

  • It may be pointed out that getting application confirmation, downloading Examination Hall Ticket and noting of seating arrangement/venue of test from the Gujarat SET website shall be the sole responsibility of candidate only. Gujarat SET agency will not be held responsible in this regard.

  • In order to avoid last minute rush, the candidates are advised to apply early. GSET agency will not be responsible for network problems or any other problem of this nature.
   
(8) Enclosures (to be sent with Application Form)
 
Candidates have to fill the application form online and take two print copies after online submission. Keep one copy with you and send one copy of Application form and GSET 's Copy of Bank Challan with Bank Seal alongwith following enclosures(whichever is applicable) in one 30 cm X 24 cm Envelope to Gujarat State Eligibility Test Agency office, Vadodara within the prescribed time limit.
Copies of the following attested documents are to be enclosed with the form:
  • Copy of Bank Challan (GSET copy).

  • Attested copies of SC/ ST/ OBC Caste Certificate issued by Competent Authority from Gujarat.

  • Latest OBC Non Creamy Layer Certificate (i.e. issued after 01.04.2013) issued by Competent Authority from Gujarat.(in case of OBC Candidate as per the Central list of OBC available on website www.nbsc.nic.in only)

  • Medical Certificate given by Competent Authority in case of Visually or Physically Handicapped Candidates.

  • Marriage certificate/Gazette Copy (in case of female candidate has changed name only)

   
(9) About Online Examination Hall Ticket
 

  • Examination Hall Ticket will be provided online to all candidates 10 days prior to the date of the examination(i.e. 13.09.2013). Candidate have to click the link "Download Examination Hall Ticket". Provide Registration Number and Date of Birth and print the Online Examination Hall ticket.

  • Candidates have to download and get a printout of Examination Hall Ticket. It will not be sent to the candidates by Post.

  • Candidate must carry Examination Hall Ticket and also one additional photo identity such as a driving license, voter ID, college/university identity card, PAN card etc. to the examination center on the Day of the Examination.

  • If your Examination Hall Ticket does not display image of your photograph, you have to paste the photo at appropriate place and get it attested from the competent authority.

  • The candidate is not allowed in the Examination Hall without the Examination Hall Ticket.

  • Please confirm that your name, subject, Centre etc. shown in the Examination Hall Ticket are correct. If there is any error in the Examination Hall Ticket please contact SET office (0265- 2786337) immediately and submit written application to SET Office otherwise SET Office will not be responsible for making necessary corrections and will not be responsible for providing benefits or for loss arising out of these to the candidates.
   
(10) General Instruction
 
  • The Application form will be available only online on the website:http://www.gujaratset.ac.in.

  • Before applying Online, candidates are advised to go through detailed notification available at GSET website and also to be shortly published in the Local Newspapers and Employment News. Please note that Fee submitted through any other mode like Money Order, Cheque, Pay Order, IPO etc. will be summarily rejected.

  • The candidates must read the 'ELIGIBILITY CRITERIA' carefully and must satisfy themselves regarding their eligibility for the Test before filling the online application and submitting the printout of Online Application Forms.

  • Candidates should note that their candidature is stricktly provisional. The mere fact that online application form and fees accepted does not imply that Gujarat SET agency has finally accepted his/ her candidature.

  • The Application consisting of one copy of printout of online application form, Fee Challan along with required documents (as mentioned in Enclosures.) must reach the Gujarat SET office, Vadodara on or before last date. Applications received after the last date will not be entertained.

  • In case a Candidate qualifies for the Gujarat SET Examination, It is mandatory for him / her to bring Photo (Xerox) Copies of Application Form, Fee Challan and Examination Hall Ticket alongwith Eligibility and Category related documents at the time of varification. Hence it is adviced to a candidate to preserve all the above mentioned documents.

  • The details of accepted applicants for the Gujarat SET Examination will be placed on our website after 20 days of the last date of submission of application form. Any query including missing name, one can contact Gujarat SET agency , Vadodara through email : gujaratset@gmail.com within 5 days of declaration of the list.

  • Candidates can download the Examination Hall Ticket 10 days (i.e. 13.09.2013) prior to Examination day from Gujarat SET website.

  • It may be pointed out that getting application confirmation, downloading Examination Hall Ticket and noting of seating arrangement/venue of test from the Gujarat SET website shall be the sole responsibility of candidate only. Gujarat SET agency will not be held responsible in this regard.

  • The candidate shall have to return the original ICR Sheet of Paper - I & II together and Paper - III to the Invigilator before leaving the examination hall / room. However, candidates are allowed to carry the Test Booklets of Paper - I, II and III along with duplicate copy (carbonless copy) of ICR Sheet on conclusion of examination.

  • GSET agency may change the centre(s) or date of examination without assigning any reason.

  • No TRAVEL ALLOWANCE will be paid to the candidates.

  • Canvassing, Before or after Examination, in any form will disqualify the candidate.

  • The use of calculators or Log Tables is not permitted. Cellular phones, pagers and electronic devices etc. are not allowed in the Examination Hall/Room.

  • It is compulsory for Candidate to appear in all three papers. A candidate who does not appear in paper-I, will not be permitted to appear in paper-II and paper-III.

  • The candidates, in their own interest, are requested to retain a copy of the Application Form and bank fee challan their for record.

  • Applications submitted in any other format will not be accepted.

  • Submission of Online Application is mandatory. Hard copies submitted without online submission, will not be accepted.

  • Application Form must be completed in all respects as per the Notification. All incomplete Application Forms will be rejected.

  • Any qualified/not-qualified candidate will not get any marksheet from SET agency. The SET agency will issue certificates to the qualifying candidates only.

  • There is no provision of re - evaluations of papers.

  • There are no negetive marks for incorrect answers.

  • The decision of the GSET agency shall be final in all matters.

  • All legal disputes pertaining to this Test shall fall within the jurisdiction of Vadodara only.

   
(12) Gujarat State Eligibility Test shall not be responsible for any printing error in this Notification. In case of any discrepancy in Gujarati version of this notification, English version should be taken as final.
